Contexto Internacional Contexto Internacional is a leading journal of International Relations and Global studies in Latin A Contexto also publishes review essays and book reviews.

Contexto Internacional is a peer-reviewed journal of International Relations published in English and based at the Institute of International Relations, PUC-Rio, Brazil. Its aim is to offer a forum for conceptually innovative research in International Relations broadly defined. Contexto is particularly keen to promote and encourage the development of International Relations in/of/from the Global S

outh. Submissions that contribute to an understanding of the plurality of perspectives present in the field of IR and that advance a dialogue on the connections between situated knowledge and global affairs are therefore preferred. Individual submissions as well as proposals for special issues will be considered. All articles are subject to a double blind peer review process. Submissions must be original and must not be under review elsewhere while under consideration by Contexto. Submissions in English, French, Portuguese and Spanish are accepted. Tropical Utopia, Tropical Dystopia: Global South Science Fiction and Critical Approaches to International Politics

After years disregarded as a minor genre of literature, Science Fiction (SF) has been recognized by International Relations (IR) scholars as a provocative, intriguing, and potentially abundant field for the exercise of sociopolitical analyses. The first wave of SF and IR Studies was mainly delivered by scholars based on the Global North and focused on the Global North SF production. This pattern, however, has been challenged by a vibrant Global South SF production followed by the emergence of an increasing interest of Global South scholars in SF works and, particularly, in Global South SF. Innovatively, this Special Issue seeks to represent a vehicle – a ‘spaceship’ or a ‘time-machine’ – for the gathering and the promotion of a community of IR scholars interested in addressing Global South realities by recurring to Global South SF’s body of work, its particularities and its analytical potential.

"Two Decades of Aníbal Quijano’s Coloniality of Power, Eurocentrism and Latin America"

"Aníbal Quijano has been one of the most astute and purposeful Latin American social theorists of the second half of the 20th century. His pioneering essays on the ‘Coloniality of Power’ not only inspired the project of Modernity/Coloniality/Decoloniality, but have also influenced countless intellectuals and activists who were not necessarily involved in the so-called ‘Decolonial Turn.’ While Quijano has not left behind a text in which all of the characteristics of his theory on ‘Coloniality’ are systematised, it can be argued that the lengthy essay ‘Coloniality of Power, Eurocentrism and Latin America,’ published for the first time twenty years ago, was intended to provide such an overview of his thought. The purpose of this forum is to critically debate the legacy of the Peruvian sociologist during a period which Quijano himself later described as the ‘Root Crisis of the Coloniality of Global Power.’ In the first section, José Gandarilla presents the Latin American antecedents and precursors of the use of the term ‘Coloniality.’ Next, Haydeé García reflects on the interdisciplinary perspective in Aníbal Quijano, the weight of totality, and its historical articulations. Finally, Daniele Benzi opens up and addresses some queries regarding ‘colonial/modern and Eurocentered capitalism,’ from the perspective of macro-historical sociology."

"Capital Account Regulation and National Autonomy: The Political Economy of the New Welfare Economics"

"The 2007-2009 Global Financial Crisis (GFC) eroded the consensus around the benefits of capital mobility within mainstream economics. Against this background, this paper discusses to what extent the new mainstream position on capital flow management measures, based on the New Welfare Economics, expands the policy space of developing and emerging economies (DEEs). This paper argues that the new position can be classified as an embedded neoliberal one, given that it keeps liberalization as its ultimate goal, while nonetheless accepting to mitigate some of its harmful consequences. After comparing the capital account policies of China and Brazil, this paper concludes that the policy prescriptions of the New Welfare Economics do not lead to higher levels of national autonomy for DEEs and are likewise unable to curb financial instability in these countries."

"From Panda to Dragon: An Analysis of China’s Maritime Actions and Reactions in the East China Sea and Their Implications since 2012"

"In the 21st century, China’s rise has been shifting global and regional geopolitical scenarios. Faced with its growth and fears of being perceived as a threat, China sought to associate its economic and political emergence with the preservation of the current international system, emphasizing speeches about a peaceful development and harmonious world in which it would be an actor who wants to grow and accommodate the world order. However, changes in the balance of power and its continued rise have caused China’s behaviour to change in its own region, especially regarding maritime disputes and affecting other countries’ perceptions. By applying Neoclassical Realism, this paper analyses the Chinese foreign policy in the 21st century, elucidating its behaviour in terms of the country’s action and reactions regarding the dispute over the Senkaku/Diaoyu Islands and shows the perceptions of other countries to that behaviour. The article concludes that perceptions concerning the balance of power, Chinese capabilities, nationalism, regime legitimacy, and on leadership images affect the intensity of Beijing’s responses and foreign policy about maritime territorial disputes. Also, the article shows that China’s growing assertiveness in both the East China Sea and the South China Sea is pushing countries that have territorial disputes with China to grow closer."

"US Foreign Policy to South America since 9/11: Neglect or Militarisation?"

"Academic literature on US Foreign Policy to South America usually states its lack of attention to the region in the post 9/11 period. I aim to problematize this assertion through an analysis of US regional security policy. Therefore, I consider data referring to military and economic assistance, arms transfers, and the SOUTHCOM position towards its area of responsibility, as well as official documents and diplomatic cables. I conclude that, although the region was not a priority, a waning in US actions or a moment of neglect in its policy towards it was likewise not observed. From a historical perspective, the area was never the main focus of attention, but there is a specialized bureaucracy that works on the region to maintain US hegemony. Therefore, the investigation indicates that Latin American assertiveness during the 2000s was caused primarily by the conjunction of the ascension of leftist governments and quest for autonomy, as well as by Chinese and Russian involvement in Latin America, but not by US neglect. The article is divided into six sections, including the introduction and final remarks. Following the introduction, I analyse the academic literature regarding USA-Latin American relations in the second section, the US assistance in the third, the SOUTHCOM postures in the fourth, and the strategies deployed by the USA regarding great powers and arms transfers in the fifth. Finally, I present the final remarks."

"Putting in Check the Brazilian Moves in the Climate Chessboard."

"This paper discusses Brazil’s role in climate governance, methodologically and metaphorically comparing it to chess pieces moves, based on national and regional official documents, commitments and data. Unlike other IR studies, our proposal suggests different behaviours at different levels of analysis for the same country. Nationally, the country played the role of pawn. Regionally, there is no unitary behaviour: in international cooperation (carbon pricing case), it moves like a queen; in the regional integration process (energy integration case), like a king. The current scenario raises doubts about these roles, suggesting that Brazil has been presenting an increasingly moderate and conservative behaviour in the past years."

"Securitized Referent Objects in Brazilian Defence Documents: Natural Resources, Critical Infrastructure and Energy Security"

"How do Brazil’s defence documents incorporate natural resources and critical infrastructure as political and strategic components of the national energy security framework? After presenting the contemporary international landscape on the subject, which is marked by rising powers and geopolitics, the paper explains the theory and the conceptual foundations that support the claim of a securitization movement on natural resources and critical infrastructure that relates to energy security in response to the absence of existential threats to Brazil. Following this effort, the text reflects upon and analyses how the matter has developed from 2005 to 2016 in Brazilian defence policies and in national defence strategies. By applying securitization theory to the case study, the final remarks imply the need for a reflection on the importance of incorporating the geopolitics of natural resources and critical infrastructure related to energy security in defence thinking."

"A Theory of Hegemonic Stability in South American Regionalism? Evidence from the Case of Brazil in UNASUR and Venezuela in ALBA"

"Both Brazil and Venezuela structured their foreign policy agendas in the early 21st century on the projection of their respective leadership in regional schemes such as UNASUR and ALBA, respectively, following an intermediate hegemonic strategy. The loss of dynamism of these post-hegemonic initiatives problematizes the relationship between regional governance and the role of regional powers. ALBA is a scheme contingent on the political cycle and political voluntarism intrinsic in Venezuela’s leadership. The bloc has lost members and relevance in recent years. As for UNASUR, most of its member states have withdrawn from the bloc and it is currently not operating. In short, post-hegemonic proposals lose dynamism and support once the leadership that promoted them weakens. A certain ‘hegemonic stability theory’ contextualized to South America with regard to the leadership of Brazil and Venezuela in recent years seems to be fulfilled: the decline in power of these countries helps to account for political reversals and changes in regional governance."

"American Regionalism and Brazilian Diplomatic Discourse (1946-2019)"

"In this article, we analyse the content of the speeches delivered by Brazilian Presidents, Foreign Ministers and Ambassadors at annual Ordinary Sessions of the United Nations General Assembly in the period between 1946 and 2019. Our primary objective is to find out how often and under what circumstances Brazilian diplomats mentioned the subject of American regionalism and whether the mention was made in reference to specific projects or to abstract concepts of regional integration and cooperation. Based on this analysis, we highlight the great deal of importance that was given to MERCOSUR – and, to a lesser extent, UNASUR – to the detriment of other regional integration projects, as well as the preference, by Brazilian diplomats, for a flexible, low-profile, abstract and low-cost discursive approach. In short, we found that cooperation and integration have frequently been discussed, although little attention has been devoted to the limits and possibilities of each project under construction."

"Space Making in the Global South: Lessons from the GCC-Mercosur Agreement."

"This article proposes a revised approach to the mainstream definition and understanding of the term ‘Global South’ by anchoring its meaning in a relational view of space. Secondly, it presents the GCC-Mercosur agreement as a case study that illustrates the obstacles involved in the making of spaces in the Global South. The main research question addressed here is: Why has the GCC-Mercosur framework agreement failed to materialize into a meaningful economic space? This question will be answered through David Harvey’s theoretical insights and Doreen Massey’s relational approach to space, as well as post-structural geography. This article argues that the promise of increased trade and investment was the basis on which the GCC-Mercosur economic space was designed, but the narrowness of the framework agreement’s scope and the socio-political relations organized around it have not been able to sustain or strengthen this Global South space. This study employs discourse analysis as its main methodological technique, grounded on a Foucauldian understanding of the empirical properties of discursive activities. It concludes by advocating for the need to incentivize a broader engagement of civil society in the processes of Global South space making."

"The Securitization of the Tri-Border Area between Argentina, Brazil and Paraguay"

"The purpose of this study is to identify the main features of the US discourse regarding the Tri-Border Area between Argentina, Brazil, and Paraguay through the analysis of 16 editions of the Patterns of Global Terrorism and of the Country Reports on Terrorism published from 2001-2016. Securitization theory is applied to explain the use of speech acts as movements to securitize the region. After employing NVivo to measure the frequency of words, a strong link between the rise of the financial semantic field and clashes in the Middle East were observed. The fact that the reports had a special emphasis regarding legislation on terrorism in the three countries was also detected."

"‘The riots against a New York City police raid at the Stonewall Inn bar in June, 1969, are often identified as having sparked the movement for LGBT rights, and the commemoration of the riots one year later in June, 1970, inaugurated a series of annual LGBT Pride events that continues to this day worldwide. In this two-part Forum, we reflect on the contradictory effects of Stonewall’s international legacy. In this second part of the Forum, Ferreira and Belmont investigate the ways in which ‘Stonewall’ has been appropriated specifically in Brazil, both during the civil-military dictatorship and in the current fraught political moment. Belmont locates current mismatches between LGBT and q***r struggles in Brazil by juxtaposing more mainstream visions of LGBT politics with the margins they create, especially the marginalization of tr****tis. Belmont exposes the way that dominant LGBT discourse and practices reinforce the continuous violence over dissident bodies and proposes that we look at tr****tis’ experiences and arguments as necessary contributions to a more radical (q***r) politics. In the final contribution, Ferreira recapitulates the political demands of NYC’s Stonewall events and contrast them to the revolutionary claims of what was called a ‘Brazilian Stonewall.’ Considering the protagonism of le***an movements in such events in Brazil, her contribution analyzes, from a q***r perspective, the embrace of a multiplicity of identifications in contemporary le***an activism. She argues that this move creates potentialities for responding to structural violences, while also speaking to questions such as the judicialization and commercialization of LGBTTI causes and homonormativity.’"

"‘Global South Perspectives on Stonewall after 50 Years, Part I—South by South, Trans for Trans"

"The riots against a New York City police raid at the Stonewall Inn bar in June, 1969, are often identified as having sparked the movement for LGBT rights, and the commemoration of the riots one year later in June, 1970, inaugurated a series of annual LGBT Pride events that continues to this day worldwide. In this two-part Forum, we reflect on the contradictory effects of Stonewall’s international legacy. Which facts or legends are celebrated and which are marginalized fifty years later? How has the sign ‘Stonewall’ come to inspire and/or sideline other resistances as the US event became appropriated globally? In this first part of the Forum, Silva and Jacobo consider how trans women of colour in the Global South have pursued the struggle of the pioneering trans women activists in New York City and engaged the history of Stonewall beyond the United States, negating the whitewashing of discourse on the riots by hegemonic cis gay men and cis le***an women of the movement, even in their respective nations, Brazil and the Philippines. This forum contribution pays tribute to black and brown trans persons whose bodies had been thought of as monstrous in the heart of empire and elsewhere, where empire remains. The authors together aspire to think the planet from their coordinates: south by south, trans for trans. From the sisterhood they forged, these two trans women from Rio de Janeiro and Manila, imbricated in their wounds but bound together by a will to heal, theorize resistance and reexistence as women in a decolonial, transfeminist present."
