Statement from the Bermuda Gombey Council - January 4, 2023

"The leaders of each Bermuda Gombey troupe met collectively as the Bermuda Gombey Council (Gombey Evolution Troupe, Gombey Warriors, HnH Gombeys, Place's New Generation Gombeys, Warwick Gombeys, and SMS Village Gombeys) on Wednesday for a discussion about the Gombey culture.

"Collectively, they wish to apologize to the community for the way that Monday night ended, particularly after such a positive day of family and community Gombey support. Much work has been done over the past few years to strengthen the ties between each Gombey troupe, and as role-models in the community, the Bermuda Gombey leaders are committed to retaining these connections and working together to preserve the culture they all love.

"The impacted troupes have internally dealt with those that escalated tensions and all troupes have created policies to deter anti-social behavior and promote unity within the culture. They ask that their friends, followers, fans and MEDIA do not share social media content of anti-social behaviour, but instead celebrate the good parts of the holiday. They ask that everyone support their favorite group without negative banter against other groups. Clashes are a part of the Gombey tradition to showcase the unique artistry of each troupe and to celebrate that all of us are continuing the Bermuda Gombey culture.

COVID-19 Update – June 25 2021

The Ministry of Health received 5335 test results since the last update, and four (4) were positive for COVID-19. This gives a test positivity rate of 0.1%.

These results are from testing done on Monday (3 positive out of 1616 results (0.2% positivity)), Tuesday (0 positive out of 1884 results (0.0% positivity)), and Wednesday (1 positive out of 1835 results (0.1% positivity)).

One of the new cases is classified as imported by a resident who arrived on British Airways BA 159 from London on June 17 2021, and tested positive on their Day 4 test. One of the new cases is classified as local transmission with known contact as they are associated with a known case.

Two of the new cases are classified as under investigation. These cases are among residents with no currently identified link to other known cases or history of travel in the past 14 days.

Additionally, there were no recoveries and no deaths.

There are currently 13 active cases, of which;

• 13 are under public health monitoring and;

• Zero are in the hospital.

Since March 2020, Bermuda has recorded 2510 total confirmed cases of COVID-19; out of those, 2464 persons have recovered, and sadly, there were 33 COVID-related deaths.
The source of all cases is as follows:

● 316 are Imported

● 2191 are classified as local transmission of which:

o 1693 are Local Transmission with known contact/source and

o 498 are Local Transmission with an unknown contact/source

● 3 are Under Investigation

Bermuda’s current WHO country status has been upgraded to “Sporadic Cases”.

Bermuda has completed the twenty-fourth full week of vaccinations. Bermuda administered a total of 78,008 vaccinations by the end of the twenty-fourth full week ending June 19. We have added 649 between June 19 through June 24 – bringing the total of vaccinations delivered to 78,657 since the start of the programme on January 11.

Of the 78,008 vaccinations given as of June 19:

● 51.9% are women and,

● 47.6% are men

81.7% of all residents over the age of 65 have had at least one dose, and 77.8% are fully immunised.

To date, 64.3% of the population has been vaccinated (1 dose), and 57.5% of the population has been immunised (2 doses).

Bermuda received 4680 doses of the Pfizer vaccine on the British Airways flight yesterday

The Minister of Health, the Hon. Kim Wilson, JP, MP stated, “For anyone who is homebound and wants to get vaccinated, a team from the Bermuda College vaccination centre is available to administer the AstraZeneca COVID-19 vaccine. They will also visit homebound persons requiring second doses up to June 30.

“Anyone who needs a home visit for the COVID-19 vaccine can contact the Hotline at 444-2498 and select Option #2, or email [email protected], and the team will arrange a visit.

“The King Edward VII Memorial Hospital Vaccination Centre is open from 8am – 8pm for appointments only, until June 30. From Thursday, July 1 the centre will be open Monday – Friday from 4pm – 8pm, and Saturday and Sunday from 8am – 12noon for appointments and walk-ins.

“Anyone who wishes to be vaccinated is encouraged to register for an appointment at https://vaccine.resqwest.com/web/.”

The Ministry of Health urges everyone who was at the Swizzle Inn restaurant, between Thursday, June 15 and Thursday, June 24, to get tested at any of the following locations:



• Saturday (26 June) and Monday to Friday at Bulls Head

• Monday, Wednesday and Friday (28, 30 June, 2 July) in Dockyard at the old AS Coopers store in the Clock Tower Mall

• Tuesday and Thursday (28 June, 1 July) at Penno’s Wharf

• Monitor yourself for any symptoms daily for two weeks from the time you were last at the Swizzle Inn.

“I want to remind restaurants, bars, nightclubs, sports and members clubs that they should continue to have all patrons provide contact details for contact tracing purposes,” added Minister Wilson. “Accurate and legible contact details of patrons must be recorded and kept for 21 days. While many restrictions have been relaxed since 20 June, the requirement to obtain the contact details of patrons is critically important and continues unchanged. It is also important that these establishments remember that there is still the requirement for employees and patrons to wear masks indoors. With new cases under investigation in Bermuda, it is vital that all establishments keep in place the standard precautions to minimise local transmission of the Coronavirus.”

“As well, the public must have an accurate list of every guest at your events and gatherings, including yard and house parties. Guest lists should include the full name, email address, phone number and both the date and time of arrival for everyone in attendance. It should also have table or seating assignment details and departure times, if possible. Private gatherings are encouraged to use SafeKey to minimise risk at these gatherings"

“Detailed contact information is necessary to facilitate contact tracing in the event of a connected case of COVID-19. Check coronavirus.gov.bm to make sure you are up to date with public health guidance which may impact your business, event or activity.”

COVID-19 Update – 22 June 2021

The Ministry of Health received 5913 test results since the last update, and two (2) were positive for COVID-19. This gives a test positivity rate of 0.03%.

These results are from testing done on Thursday (0 positive out of 1796 results (0.0% positivity)), Friday (0 positive out of 1490 results (0.0% positivity)), Saturday (2 positive out of 1508 results (0.1% positivity)) and Sunday (0 positive out of 1119 results (0.0% positivity)).

Both of the new cases are classified as imported. The first is a non-resident who arrived on Delta Airline DL 584 from Atlanta on 15 June 2021 and tested positive on their Day 4 test. The second case is also a non-resident who arrived on American Airlines AA 2044 from Charlotte on 19 June 2021 and tested positive on their arrival test.

Additionally, there were three recoveries and no deaths.

There are currently nine active cases, of which;

“The new Public Health Emergency Powers Regulations went into effect on Sunday, 20 June. While masks are no longer required outside, everyone must wear a mask indoors of public spaces. Restaurants, bars, nightclubs, sports and members clubs are open for indoor dining and bar service. However, patrons must wear masks when not seated or while standing at the bar. Check gov.bm to make sure you are up to date with public health guidance which may impact your business, event or activity.”

Premier David Burt: Statement on Travel and End of Restriction



“This holiday weekend, Bermudians celebrated on the water, on the beach and at family get-togethers across the Island. The end of the restrictions that have dominated our lives for far too long brought some welcome relief. But our ability to do these things is directly connected to a strong border policy. Protecting Bermuda at the borders from coronavirus variants must be our top priority in this phase of the global pandemic..” said Premier the Hon. David Burt, JP,MP.



After the weekend’s introduction of the revised border policies for arriving travellers, the Premier said: “I’ve seen the photos and the videos. What some Bermudians are experiencing at airports is heartbreaking, and we have made our displeasure known to the airlines themselves. Some travellers have experienced challenges submitting correct information to the new Travel Authorisation, and we will continue to do all that we can to help those arriving passengers safely and seamlessly get to Bermuda. As I said in the House of Assembly on Friday, the Government is NOT denying any Bermudian the right to return home. Whilst the requirement for a Travel Authorisation is not new, we have had to work with our airline partners to ensure that they have the correct information. I can confirm that the following message was sent to IATA - the international airline regulatory body - following the first indication of the issues with returning residents:



“Recently, some Bermudians have experienced challenges when trying to board flights to Bermuda because they did not have the necessary Travel Authorisation documents. Please update your system advising that, “under the provisions of the Bermuda Constitution Order 1968, no Bermudian should be denied entry into Bermuda, as Bermuda cannot deny a resident his or her ability to return home.”



We will continue to reiterate this message and make the point that no Bermudian should be refused boarding a flight home for this reason.



The Premier continued: “There is enough misinformation in circulation, so it is irresponsible of the Opposition to add to it. The Quarantine Order made by the Minister of Health followed the law to the very letter. The procedure under the Quarantine Act requires the Minister to make the Order FIRST (sign it and publish it) and then to table it in the Legislature. In fact this is one of many changes to border controls made since this pandemic began, and they have all been made in the exact same way. The Quarantine Act 2017 is clear, and the Order is properly made and operative.”



“The adoption of new and different restrictions has been a challenge throughout this pandemic, but these changes were announced on Tuesday as part of the regular Covid press conference, and so any suggestion that notice of the changes was any later is simply false.”



The Premier concluded: “This weekend, I felt the full brunt of the frustration of those people who have tried to follow the rules and fully appreciate the stress and anxiety these situations can cause. On behalf of the Government, I apologise for the unfortunate circumstances that have arisen. An entire team has worked this holiday weekend, making themselves available to assist as many people as possible, and that work is continuing. We must own the issues, and I will tomorrow invite the Cabinet to consider waiving any penalty for incomplete Travel Authorisations for residents while we work to ensure all travellers are familiar with the revised process.



“I believe, in fact, I know, that Bermudians are tired of restrictions which have had a clear economic impact on hard-working women, men and families. I believe Bermudians want this economy open and active so that they can work full time, pay their bills and enjoy this summer. It is only with strong border protection that we can maintain this. Our policies strike the necessary balance between our social and economic well-being and, like so many other countries, are designed to move beyond the pandemic.”

Travel Authorisation Process

Bermudians travelling home are not being denied entry by the Government of Bermuda. All of the airlines that service the island are aware of the protocols for boarding Bermudians.

What is occurring is that Bermudians abroad are being denied boarding by the airlines and, we are keenly aware of the anger and anxiety that this is causing.

Before travelling to Bermuda, everyone should take a moment to learn about our entry requirements, on-island health and safety measures, testing capacity and more. Since July of 2020 all travellers boarding flights to Bermuda have been required to have a Travel Authorisation (TA).

Visit https://www.gov.bm/applying-bermuda-travel-authorisation for all of the information on the Travel Authorisation. When applying for a Travel Authorisation (TA), loading a SafeKey (expired or current), for example, or any expired documents, will result in a TA denial. If you are fully immunised, upload your vaccination certificates only and NOT your SafeKey.

Everyone should complete the Travel Authorisation (TA) with all necessary documents. Have your documents ready before you start the TA process. This includes your test results, vaccine certificates or hotel/exemption confirmations.

If you do not have all of the information and your TA is rejected, please call the COVID-19 helpline at 444-2498 for assistance. The helpline operates from 8 am until 8 pm every day. To assist those with rejected TAs further, the helpline team will contact the traveller to make sure he or she understands what must be rectified to ensure a TA approval.

To get an exemption from the quarantine hotel or to have your quarantine hotel stay paid for by the Government requires completing the online form as soon as possible. Failure to complete the Travel Authorisation correctly and entirely will delay entry into Bermuda or incur significant fees. The exemption application can be found here: https://forms.gov.bm/hotelexemption.

It is crucial for travellers to be fully prepared, with all of the necessary documents, prior to completing your TA. Be very meticulous in filling out the information with all of the correct information, especially your email address.

Effective Sunday, 20th June 2021, due to the COVID-19 pandemic, Bermuda requires non-immunised incoming travellers to quarantine for 14 days at a designated facility at their expense.

Travel Authorisations

The Government is aware of persons who are having issues with getting Travel Authorisations resulting in several people not being able to board flights to Bermuda.

It is important to note that no Bermudian will be denied the ability to return home, and the Government has told the airlines serving Bermuda this directly. The International Air Transport Association (IATA) has the information that a Bermudian cannot be denied the right to travel home.

Both visitors and residents must apply for a Bermuda COVID-19 Travel Authorisation 1 to 3 days before departure. Travellers arriving in Bermuda without a Travel Authorisation, causing one to be completed upon arrival, will result in a Travel Authorisation fee of $1,000. Under the Quarantine Act, failure to pay the $1000.00 Travel Authorisation fee will result in a penalty. The fee for a Travel Authorisation completed in advance as required, is $75.00. Travel Authorisation applications can be found here - https://www.gov.bm/applying-bermuda-travel-authorisation

It should be stressed that all persons should ensure they complete the Travel Authorisation with all necessary documents. This includes their test results, vaccine certificates or hotels or exemption confirmations. It is essential to have all of this information before starting the TA process.

If you do not have all of the information and your TA is rejected, please call COVID-19 helpline at 444-2498 for assistance. The helpline operates from 8 am until 8 pm every day. The helpline is currently experiencing delays and every effort is being made to promptly answer calls and provide assistance. The Ministry of Health will be adding more resources this week to better assist travellers.

“Variant testing by MDL indicates that the delta variant of the coronavirus, which was first detected in India, has been identified in Bermuda,” said Minister of Health, Kim Wilson, JP, MP. “While we are still seeking confirmation of this preliminary finding, this variant was detected on arrival testing, with all isolation and contact tracing conducted as per standard protocols.”

“Bermuda, we must remain vigilant. This is a concerning variant, so please don’t think that because our restrictions are being relaxed, we can let our guard down.”

The amended Quarantine Order for travellers to Bermuda will not come into effect today, June 13, as previously announced. The Government of Bermuda apologises for the moving dates and the uncertainty this has caused.

“We continue to work on the necessary amendments to finalise the Quarantine Order as it pertains to mandatory quarantine. This Order intends to formalise in law the exemptions and fees related to supervised quarantine for travellers,” said Minister of Health, Kim Wilson, JP, MP. “Additional logistics are being worked out to ensure that we have it right and that we best protect Bermuda from dangerous coronavirus variants.”

Premier David Burt added: “As we fully open our island, it is important that we do our best to keep new variants out of Bermuda. The measures being put in place are designed to achieve this while balancing our safety with our need to encourage and support local events and tourism activities throughout our economy. Our goal is to end local restrictions in Bermuda.”

Premier David Burt concluded: “As our test results show we have not had any new local cases in over two weeks with all of our cases coming from overseas. That means our full effort must be at the border, focused on keeping dangerous variants out of Bermuda and successfully containing them if they arrive. The implementation of the new Border Restrictions will coincide with the full re-opening of the economy – which will be no later than June 24.”

A comprehensive update including the confirmation of the date for the ending of local restrictions will be provided at Tuesday afternoon’s coronavirus press conference scheduled for 5:30pm.
