I. BACKGROUND HISTORY AND VISION
This is an electronic group that was created under the premises of FACEBOOK. The membership comprises of Overseas Filipino Workers in Bahrain or any Filipino who is currently residing in Bahrain. This group was cre

ated in February 2011 during the unfortunate unrest and series of anti-government protests for the sole purpose of informing and updating everyone on what is happening around the country. This was very helpful and informative as the members shared information about the events around the country making the members avoid places which may not be safe. After the unrest and when things are gradually going back to normal, this e-group which may have already served its initial purpose still exists and continuously became a site for socialization, advertisements, information dissemination, assistance center, etc. This group is restricted from political issues or incitement of anger, hate, or harm to any individual, company, organization, association, country, or political bodies. BPsB or Balitang Pinoy, or in English translation means Filipino news connotes sharing of information fed by Filipinos amongst themselves regardless of any group, fraternity, organization, religions or a simple barkadahan (groups of friends). As the name suggests, it can be viewed as an eNews that caters to all kind of news (events/sports/entertainment/classified ads/movies/shopping/directory/etc) in Bahrain benefitting Filipinos living in Bahrain. BPsB has 3 focal point of interest at the moment:

1. To promote all Filipino businesses in Bahrain
2. To unite OFW’s in Bahrain to have a common goal of helping our less fortunate fellow Filipinos living in the Philippines, especially family members of unfortunate OFW’s
3. To share ideas and talents benefitting each other. Now, BPsB evolved into one of the largest Facebook group of Filipino OFW's in Bahrain. Currently and still counting, it has a strong 2,301members. Everyday, the page is attracting more and more members and the group is already building its own community in the Kingdom. The members look forward to converting this group into a formal internationally recognized organization which will serve more purposes other than it was originally created for. These purposes shall be identified as the group moves forward.

II. GUIDELINES

1. DISCLAIMER
This is to make clear that all posts whether a topic or a comment to a thread/topic is solely the thought of the member who posted and does not represent the whole membership.

2. MEMBERSHIP
1.1. MEMBERSHIP FEES – There shall be no membership fees collected from any of the members.

1.2. ELIGIBILITY - Only Filipinos who are currently in Bahrain are eligible to be added to the group.


1.3. ACCEPTANCE TO THE GROUP
1.3.1. The candidate must have a FACEBOOK account;
1.3.2. The candidate may use aliases(although this is discouraged) for privacy and anonymity purposes but must provide real information to any of the ADMINISTRATORS of this group upon the request to join the group. This way the privacy and anonymity of the members can be protected although their information is in the database of the ADMINISTRATOR ready to be disclosed under legal circumstances.

1.4. TERMINATION OF MEMBERSHIP
1.4.1. Any member (including the ADMIN) can be dismembered if proven to have violated any of the membership guidelines, have lost the eligibility or who may have violated the ETHICAL GUIDELINES. The administrators should investigate the alleged violation and if proven that the member have violated any of the guidelines, he/she shall be issued a warning(through a private message) and if the members continue to violate guidelines despite the warning, the ADMINISTRATORS shall have all the authority to disband or terminate their membership.

1.4.2 Any member (including the ADMIN) can be dismembered if proven to be creating a group within BPsB for personal interest, instigate confusion among members, trigger unhealthy relationship and/or may deviate the goals of the group.

1.4.3 Any member (including the ADMIN)that initiated or inducted any event/organization that bears the name Balitang Pinoy sa Bahrain, BPsB, Khuletz and its logo, without the consent or approval of the ADMINS will be subject to dismemberment.

1.5. VOLUNTARY TERMINATION OF MEMBERSHIP
1.5.1. The member can voluntarily terminate his/her membership to this group by clicking on the LEAVE GROUP button but it is encouraged to leave feedback about the reasons of leaving the group which may pave ways to improve the group.

2. ETHICAL GUIDELINES IN CHATTING, WALL POSTS, AND COMMENTS TO ANY TOPICS/THREADS. The members are required to observe the following Ethical guidelines when chatting, posting on the wall or when making comments to any topics or threads:

2.1. Accountability of posts/comments
Every post or comment shall be the responsibility and accountability of the member who posted and does not represent the whole membership of the group unless approved or agreed upon by the whole membership.

2.2. Only Filipino and English shall be used as the language medium for this group, although English is allowed to be mixed with Filipino under circumstances where there is no Filipino equivalent of the English word.

2.3. Be clear

Make sure the subject line or title reflects your content.

2.4. Use appropriate language
If you have a question on whether or not you are too emotional,
don't send the message, save it, and review it "later". Remember: no one can guess your mood, see your facial expressions, etc. All they have are your words, and your words can express the opposite of what you feel. Don't use ALL CAPITAL LETTERS-it's equal to shouting or screaming. Never use foul(both in Filipino or English) language. FOUL is defined for this group as any word that convey bad meaning, may be sexually explicit, vulgar, vague, or directly assaults an individual, a group, a company, organization, an association, or a country or nationality. If the members want to argue with any other members, they are advised to do it through Private Messaging so as not to affect or get affected by other members although healthy arguments are still encouraged.

“GREEN” threads are allowed although it is encouraged that in these kinds of posts, the members need to censor the words deemed to be too vulgar.

2.5. Be brief
If your message is short, people will be more likely to read it.

2.6. Make a good impression
Your words and content represent you; review/edit your words and images before sending.

2.7. Be selective on what information you post
Information on the Internet is very public, and can be seen by anyone in the world including criminals, future employers, and governments. Make sure the information you post is accurate and verified.

2.8. When you re-post, make sure you have the permission of the original author.

2.9. Remember you are not anonymous
What you write in your posts can be traced back to you.

2.10. Consider others
If you are upset by what you read or see on the post, forgive bad spelling or stupidity; If you think it violates any of the ethical guidelines stated herewith, report it to the ADMINISTRATORS of the group.

2.11. Obey copyright laws
Don't use others' images, content, etc. without permission
Don't post any link, or use web site content without permission or acknowledging the author or source.

2.12. Cite others' work you use
Make sure you cite the original author of any of your post if the information/material you are posting is not yours.

2.13. Use distribution lists appropriately and with permission

2.14. Do not post SPAM

SPAM is posting or e-mailing unsolicited e-mail, often advertising messages, to a wide audience
(another way of thinking of it is electronic junk mail)

2.15. Don't post chain letters
If you receive one, notify your web master

2.16. Do not post any “flames” or personal attacks. Posting “flames” shall not and never be tolerated in this group and it can be a ground for termination of membership.

2.17. Don't respond to "flames" or personal attacks
Contact the group ADMINISTRATORS for action and referral.

2.18. Avoid flooding
For this group, any member can only post maximum of two posts in every hour to give others a chance to post.

2.19. Any member or any other group posting advertisements in this group should observe proper ethics and shall only be posting advertisement about the company or product they represent without harming the reputation of any other company or product of similar nature.

3. ADMINISTRATORS

3.1. SELECTION
The creator of the group shall serve as the main administrator of the group. The other administrators shall be selected and appointed according to the following criteria:

1. Willingness to disclose his/her personal information to the whole membership, i.e., an ADMIN must be willing to sacrifice his/her own anonymity;

2. Must be one who can show/practice patience and tolerance;

3. Technically skilled in IT;

4. Knowledgeable in general IT and On-line Communications Ethics and laws, and must also be knowledgeable of the CYBERLAW;

5. Can himself/herself demonstrate the observance of ethics and guidelines;

6. Can show professionalism and have the capability to arbitrate issues among members;

7. Willingness to spare time to monitor the activities in the group especially requests for membership and monitoring of the posts by the members;

8. The ADMINs of the group other than the creator shall be selected using the abovementioned criteria by the CREATOR of this group together with a duly appointed SELECTION COMMITTEE(this may be chosen by the creator of the group or can be voted upon by the whole membership);



3.2. RESPONSIBILITIES
The ADMINISTRATORS of the group shall have the following duties and responsibilities:

1. Must continuously monitor and review the posts in the group so as to identify whether the said posts conform with the guidelines stated in article II. If the posts do not conform to the guidelines, the ADMINISTATORS have all the right to delete such posts.

2. Must serve are arbiters into issues among members and shall avoid joining arguments; he/she instead must help settle issues and must not enforce any personal rules other than what is stated in the guidelines;

3. Must be responsible in reviewing the information and eligibility of those willing/requesting to join the group and make sure they conform to the MEMBERSHIP guidelines;

4. Must be responsible in issuing warnings to those who violate the guidelines and also responsible in terminating the memberships of those who continue to violate as stated in TERMINATION OF MEMBERSHIP guideline;

3.3. TERMINATION OF ADMINISTRATORSHIP
Violation of any of the guidelines and neglect of the duties and responsibilities shall be a ground for the removal of the ADMINISTRATOR position of the member. This action shall be implemented by the creator of the group.
