The first union was formed in 1943 during the British rule. In 1954, Oshiuddin Sarkar became the first village president. Then Golam Hossain Sarkar, Sadat Ali became the village president. In 1968, Dr. Reyaz Uddin Sarkar, a member of the then Pakistan Sub-Division

al Jury Board, was nominated as the Chairman of the First Union Parishad and he was the Chairman of the Union during the War of Liberation. After the independence of Bangladesh in 1971, Tayyab Ali, A. Matin (Acting), Majedul Islam Sarkar (elected for the second time), Tayyab Ali served as the Chairman of the Union Parishad. In 1975, the then Administrator Kharua Union was formed to facilitate administrative work. At present Kharua Union Parishad consists of 19 small and big villages. There are two legends about the name of Kharua Union, in the past most of the villages of Kharua Union were dominated by Hindus. Radharman Singh and Ashu Singh were among the richest people in the village of Singrail. They were the first to propose the name Singrail Union.
