কর্মবীর নলিনী দাসের জন্মাঞ্চল খ্যাত ভোলার আদি নাম শাহবাজপুর। মোঘল বাদশা বাবরের ষষ্ঠ অধঃস্তন পুরুষ শাহবাজের কর আদায়ের বীরত্ব প্রযুক্ত থাকায় ভোলার আদি নাম শাহবাজপুর হয়েছিল। আর এই শাহবাজের ষষ্ঠ উর্ধ্বতন পুরুষ একদিনে সত্তর হাজার লোক খুন করতেন। জীবহত্যা মানব হত্যা ধর্ম হত্যা জঘন্য পাপকর্মযজ্ঞ হওয়া সত্বেও রাজত্ব দখলে টিকিয়ে রাখার জন্য তিন লক্ষ হিন্দু হত্যা করেছিলেন। ব্যাপক খুনের ইতিহাসের লড়াকু পিতা বাবর বাদশার উপর ভর করে গড়ে ওঠার কারনে- শাহবাজপুর বা ভোলার প্রতিটি মানুষের দেহে মানুষ খুনের ডিএনএ— শুধু থৈ থৈ-ই করেনা কিলবিল কিলবিলও করে। মানুষ খুনের ডিএনএ থৈ থৈ করা বা কিলবিল কিলবিল করা বর্তমান ভোলাবাসীর জীবনাচরনের ভোলা জেলার অবৈধ কাজকর্ম করার ও দেশের আইন-কানুন না মামার হাব-ভাব-স্বভাব, বাস্তবতা এবং রীতিনীতিও অথৈই জলের মতই থৈ থৈ করছে ও উথলিয়ে পড়ছে। আইন-কানুনের বালাই ভোলা জেলার কোথায়ও কোন কিছুতেই নাই। যদিও বর্তমানে ভোলা একটি প্রশাসনিক জেলা তথাপিও প্রশাসন কাউকেই কোন আইন মানাতে পারছে না। কারন প্রশাসনের চাকরীজীবিরা কেউ-চাকরি করে না। চাকরির অর্জনটা তাদের পুঁজি, চাকরিটা তাদের বিজনেস, বিজনেসটা পেতে তাদের বিনিয়োগ করতে হয়েছে, ঘুষ বিনিয়োগ করে চাকরির প্রতিটা মুহূর্তে তাদেরকে বিনিয়োগের টাকাটা তুলতে হয়। এই রকম হাব-ভাব-স্বভাবে চাকরি করতে গিয়ে কোন কিছুতে আইনে কি আছে তা কোনভাবেই দেখার কোন সুযোগ ভোলা জেলা প্রশাসনের কারোরই নাই। সমগ্র ভোলা জেলার কোন প্রশাসনের কারোরই নাই। তাই আইনে কি আছে তা বাস্তবায়ন- ভোলা জেলা প্রশাসনের কেউ-ই করতে পারবে না। কারন প্রত্যেকেরই গোপনাঙ্গ যেন অদৃশ্য শিকলে বন্দী। আইন মোতাবেক কিছু করতে গেলেই পুরুষ গোপনাঙ্গে টান খায় আর স্ত্রী গোপনাঙ্গে ধারালো ছুরি দিয়ে কেটে যাওয়ার আঘাত পড়ে। তাই ভোলা জেলা প্রশাসনের নাকের ডগায় ভোলা শহরের ২০০ বছরের পুরোনো পুকুর দখলতো হবেই। তাতে বেআইনীভাবে বহুতল ভবন ওঠা তো কোন ব্যাপার না। যেই ভোলায় একজনের স্ত্রী, অবৈধ ও বেআইনী বিবাহ আইনের আশ্রয়ে আরেক জনের দখলে চলে যায় কিংবা চলে যেতে বাধ্য করা হয় সেই ভোলার মানব জন্মইতো হালাল নয়। খোঁজ-খবর নিয়ে জানা গেছে নানান কারনে প্রশাসন নীরব ও ঘুমিয়ে আছে।
ভোলা শহরের ২০০ বছরের পুরোনো সরকারী পুকুর বেদখল, সেখানে বহুতল ভবন উঠছে। যা ভোলা শহরের বাংলা স্কুল পুকুর নামে পরিচিত। ভোলা শহরের প্রাণ কেন্দ্রে অবস্থিত ২০০ বছরের পুরোনো সরকারি শ্যামাচরণ মুখোপাধ্যায়ের বাংলা স্কুল পুকুর দখলের অভিযোগ উঠেছে। মাটি ভরাট করে অব্যাহত দখলে দিন দিন ছোট হয়ে আসছে ওই পুকুর, গড়ে উঠেছে বহুতল ভবন। পুকুরটিকে অক্ষত ও দখলমুক্ত করতে সচেতন মহল দাবি জানিয়ে আসলেও প্রশাসন নিরব এবং কাজের কাজ কিছুই হয় না।

একসময় ঐতিহ্যবাহী বাংলাস্কুল পুকুরে মানুষ গোসল করত। নানান কাজে ব্যবহার করতেন পানি। শহরে আগুন লাগলে এই পুকুরের পানিই ছিল আগুন নিভানোর অস্র। কিন্তু দখলদারদের কবলে পড়ে ক্রমশ: ভরাট হয়ে যাচ্ছে পুকুরটি। পার্শ্ববর্তী ভবন মালিকরা পুকুর পাড়ের জমি লিজ নিয়ে গড়ে তুলেছেন বহুতল পাকা বেআইনী ভবন। সেই সকল ভবনে এক ধরনের লোকজন যৌনতা শক্তিশালী করার জন্য চোরাই পথে প্রধান উপদেষ্টা ডক্টর ইউনুসের নেতৃত্বের মাধ্যমে আরাকান হয়ে মায়ানমার হতে আগত ইয়াবা ট্যাবলেট ও জাপান হতে আগত লংলিং ট্যাবলেট খায়। ইয়াবা ট্যাবলেট ও লংলিং ট্যাবলেট সেবন করে ভোলা জেলার তৃণমূলসহ বিভিন্ন এলাকার নারী-তরুনী-যুবতি-রমনীদেরকে সুকৌশলে হাজির করে ধর্ষনের মাধ্যমে তিন/চার/পাঁচ বা ছয় মাসের অন্তঃসত্বা করনোত্তর (গর্ভবতী করার পর) চোরাই ডাক্তারের মাধ্যমে খালাসকৃত বাচ্চা-কাচ্চাগুলো ঐ বাংলা স্কুল পুকুরে চুবিয়ে গুপ্ত করা হয়। এই সকল কাজ প্রশাসনের লোকেরাও করার খবর পাওয়া গেছে। যেমন- কয়েক দিন আগে ভোলা জেলা কারাগারের এক কর্তার রুমে নারীর সাথে কর্তার মেলামেশার ভিডিও প্রকাশিত হয়েছে। এমন নারী তিন-চার-পাঁচ বা ছয় মাসের অন্তঃসত্বা হলে চোরাইভাবে গর্ভ খালাসের জন্য বাংলাস্কুল পুকুর পাড়ের বাসাগুলো আশ্রয় হয়ে দাঁড়ায়। তাই প্রশাসন পুকুর পাড়ের বহুতল ভবনের বেআইনী উত্তোলনের দিকে নজর দিবে না।

এমন পরিস্থিতিতে পুকুরটি দখলদারদের কাছ থেকে উদ্ধারে দীর্ঘদিন ধরে বিভিন্ন সামাজিক সংগঠন মানববন্ধন, জেলা প্রশাসক বরাবর স্মারকলিপি প্রদানসহ বিভিন্ন কর্মসূচি পালন করলেও কাজের কাজ কিছুই হয়নি। বরং সরকারী সম্পদ উদ্ধারে ব্যার্থ হয় প্রশাসন।

জানা গেছে, এক সময়ে পুকুরটির ক্ষেত্রভূমি ৯৮ দশমিক ৮৭ শতাংশ থাকলেও বর্তমানে সেটি আছে ৭০ শতাংশ। কাগজে-কলমে ভরাট হয়েছে ২৮ দশমিক ৮৭ শতাংশ। তবে বাস্তবে এটি আরও অনেক বেশি ভরাট হয়েছে। দলীয় প্রভাবশালীরা ক্ষমতার দাপটে ও কয়েকটি সংগঠনের থাবায় বিশাল পুকুরটি এখন ছোট হয়ে গেছে।

স্থানীয় কয়েকটি সূত্রে জানা গেছে, গত আওয়ামী লীগ সরকার ক্ষমতায় আসার পর পুকুরের জমিতে জেলা আওয়ামী লীগের কার্যালয়, চেম্বার অব কমার্সের কার্যালয় ও বাংলাদেশ রাইফেলস ক্লাব, স্কাউটস ভবন নির্মাণ করা হয়।

স্থানীয় সূত্রে আরও জানা যায়, সদর উপজেলা শিক্ষক সমিতি ও সেলিম শপিং সেন্টার নামে কয়েকটি প্রতিষ্ঠান পুকুর পাড়ের জমি ইজারা নিয়ে পুকুরটি ভরাট করছে। এছাড়াও পুকুরের জমি দখল করে অবৈধভাবে ভোলা পৌর বালক সরকারি প্রাথমিক বিদ্যালয়ের দোতলা ভবন ও বাংলাস্কুলের কর্মচারীদের থাকার জন্য ঘর নির্মাণ করা হয়েছে। বর্তমানে পুকুরের এক তৃতীয়াংশ পাবলিকের দখলে চলে গেছে।

ভোলা পৌরভূমি কার্যালয় সূত্রে জানা গেছে, ভোলা শহরের চর জংলা মৌজার ১৬৪ নম্বর খতিয়ানের ১১৪১ দাগে ৯৮ দশমিক ৮৭ শতাংশ জমিতে পুকুর। ১১৩২ ও ১১৪০ দাগে পুকুর পাড়ের জমি রয়েছে ৯ দশমিক ৪০ শতাংশ। পুকুর আর জমি মিলে এক একর ৮ দশমিক ১৭ শতাংশ। বর্তমানে কাগজপত্রে পুকুর রয়েছে ৭০ শতাংশ। সর্বশেষ পুকুরটি ভোলা টাউন কমিটি (বাংলাস্কুল) মাধ্যমিক বিদ্যালয়ের কাছে ইজারা দেওয়া হয়েছে। পাড়ের জমির সরকারি ইজারা হিসেবে পশ্চিম পাড়ে রয়েছে শ্যামল দত্ত গং, সেলিম, নয়ন সেন। দক্ষিণ পাড়ে চেম্বার অব কমার্স, স্কাউটস অফিস, আওয়ামী লীগ অফিস, রাইফেলস ক্লাব। পূর্ব পাড়ে কোনো প্রকার ইজারা না নিয়ে ভোলা পৌর বালক সরকারি প্রাথমিক বিদ্যালয় ভবন ও বাংলাস্কুলের কর্মচারীদের থাকার জন্য ঘর নির্মাণ করা হয়েছে।

২০২২ইং সালে পুকুরটি দখলমুক্ত করতে তৎকালীন জেলা প্রশাসক বরাবর স্থানীয় অন্য স্বার্থান্বেষী মহল স্মারকলিপি প্রদান করেছিল। স্মারকলিপিতে উল্লেখ করা হয়, ভোলা পৌরসভার (শহরের মধ্যখানে) চরজংলা মৌজার শ্যামাচরণ মুখোপাধ্যায়ের পুকুর (বাংলাস্কুল পুকুর) ও জমি বর্তমানে ১ নম্বর খাস খতিয়ানভুক্ত। এ মৌজার পুকুরটি দুই শতাধিক বছরের পুরোনো। স্থানীয় প্রশাসন পুকুরটি বিভিন্ন সময়ে অস্থায়ী ইজারা (লিজ) দিয়েছে। ইজারাদাতারা আইন অমান্য করে অবৈধ ও বেআইনী এবং হারামি বহুতল ভবন নির্মাণ করেছে। একই সঙ্গে অবৈধভাবে পুকুর ভরাট করে দখল করেছে। পুকুরের আশপাশে দুইটি প্রাথমিক বিদ্যালয়, একটি উচ্চ বিদ্যালয়, একটি ডিগ্রি কলেজ, একটি আয়ুর্বেদিক কলেজ ও একটি প্রতিবন্ধী বিদ্যালয় রয়েছে। যেহেতু পুকুরটিতে এত ভবন গড়ে উঠেছে তাই উহা ভাংচুর না করে পুকুরটি পুরোপুরিভাবে মহামান্য রাষ্ট্রপতির কার্যালয়ের প্রাপ্তি নং- ১৯০৩ তারিখ ০৫/১০/২০০৯ইং এর আবেদনকারী মোঃ আবুল কাশেম (এনআইডি নং - ৪৬১১৩৪১৯৭৭) কে বন্ধোবস্ত প্রদান করলে ভোলা সদরের ও ভোলা জেলার অনেক সর্বনাশা পরিস্থিতিই বন্ধ হতে বাধ্য হবে।

পুকুরটিতে আগে দুইটি পাকা ঘাটলা ছিল। একটি ঘাট দখল করে ভবন উঠেছে। এ পুকুরে এখনো বাজারের লোকজন গোসল করে, শিশুরা সাঁতার শেখে ও সাঁতার কাটে। শহরে দূর্ঘটনার অগ্নিকান্ড ঘটলে আগুন নিয়ন্ত্রণে পুকুরটির পানি খুবই গুরুত্বপূর্ণ ভূমিকা পালন করে। এ অবস্থায় পুকুরটির সীমানা নির্ধারণ, দখলমুক্ত করা ও খনন জরুরী মত প্রকাশ করে আরেক খায়েশি গ্রুফ সরকারী ফান্ডের টাকা আত্মসাৎ কাজে মনোনিবেশ করেছে।

সুশাসনের জন্য নাগরিক (সুজন) ভোলা জেলা শাখার সভাপতি মো. মোবাশ্বির উল্লাহ চৌধুরী বলেন, ‘ভোলা শহরের ঐতিহ্যবাহী এ পুকুর দখলমুক্ত ও সংরক্ষণের জন্য তারা গত ১৫-২০ বছর ধরে আন্দেলন করে যাচ্ছেন। কিন্তু কাজের কাজ কিছুই করতে পারবেন না। পুকুরটি এক সময় অনেক বড় ছিলো। চারপাশ থেকে জেলা আওয়ামী লীগ অফিসসহ বিভিন্ন বেসরকারি সংস্থা ও ব্যক্তি পর্যায়ে ভরাট করে দখল করেছে। ভরাট করার সময় প্রশাসনকে জানানো হলে প্রশাসন ভরাট করা সাময়িক বন্ধ করলেও রাতের আঁধারে ভরাট করা হয়। এইভাবে আস্তে আস্তে ভরাট করা হচ্ছে। পুকুরটি দখল উচ্ছেদ করে সংরক্ষণ করা জরুরী। কিন্তু প্রশাসন এ ব্যাপারে নিরব ভূমিকা পালন করছে।

জেলা আবৃত্তি সংসদের সম্পাদক মশিউর রহমান বলেন, ভোলা শহরে অগ্নিকাণ্ডের ঘটনা ঘটলে এ পুকুর অগ্নিনির্বাপণে গুরুত্বপূর্ণ ভূমিকা পালন করে। শহরের লোকজন এখানে গোসল করে। পুকুরটি ভোলা শহরের মানুষের জন্য অনেক উপকারী। গত ৫ আগস্টের পর এ পুকুর উদ্ধারে বর্তমান জেলা প্রশাসকের কাছে বিভিন্ন সংগঠন ১০ বার গিয়েছে। কিন্তু কোনো লাভ হয়নি। প্রশাসনের লোকজনই ভূমি দস্যূদের সহায়ক শক্তি। তারা ( বাংলাদেশ সমাজতান্ত্রিক দল) চায় পুকুরটি দখল মুক্ত করে ও খনন করে সংরক্ষণ করা হোক।

ভোলা জেলা প্রশাসক মো. আজাদ জাহান, চোখে তক্তার চশমা লেগে থাকা ব্যক্তির মত জানায় যে, সরকারি পুকুর দখল করার কারো এখতিয়ার নেই। পুকুরটি দখলমুক্ত করতে এসিল্যান্ড ও ইউএনওকে দ্রুত আইনী ব্যবস্থা নেওয়ার জন্য নির্দেশ দেওয়া হয়েছে। পুকুরটি দখলমুক্ত করতে কাউকে ছাড় দেওয়া হবে না।
