55th NPF Intake: Ogoja/Yala Constituency Shines Under Hon. Offiono’s Leadership

The Nigerian Police Force (NPF), in its 55th intake passing-out parade ceremony for the successful graduation of recruit constables from its academy, Police Training School, Odukpani, Cross River State, and other training centres across the nation, has officially added a significant number of personnel to reinforce the sagging strength of the security apparatus.

While the officers, their loved ones, admirers, and the general public were celebrating the successful enlistment, it is worth noting that no fewer than eighteen (18) constables made the list from the Ogoja/Yala Federal Constituency. Ten (10) out of the eighteen were singlehandedly facilitated by the Vice Chairman of the House of Representatives Committee on Police Institutions, Hon. Godwin Offiono, Esq., who represents Ogoja/Yala Federal Constituency.

As a key figure in the Police Institutions Committee, our constituents are leveraging the support mechanisms provided by the lawmaker to achieve their dreams of joining the Police Force. This is what exemplary representation entails. The successful passing out of Oko Angela Ediwe, Eji Kelvin Igelle, Adima Bright Ibre, Amini Paul Ayafa, Idagu Sunday Anyogor, Odidi ThankGod Okate, Ellah Leonard Egbede, Ogar John Agbaka, and Ogboga Victoria is a testament to the lawmaker's commitment to the welfare of his people and his effective lobbying skills.

Hon. Godwin Offiono Congratulates Constituents on Successful Passing Out Parade from the Nigeria Police Force Training

Hon. Godwin Offiono, Member Representing Ogoja/Yala Federal Constituency, has extended his heartfelt congratulations to his constituents on their successful Passing Out Parade from the Nigeria Police Force Training today, 23rd January, 2025.

The lawmaker, known for his commitment to youth empowerment, expressed joy as nine out of the ten individuals he facilitated for recruitment into the Nigeria Police Force in 2024 alongside other constituents, successfully completed their training and are now ready to serve the nation as one of the beneficiaries opted for another opportunity deemed more suitable.

Hon. Offiono, in his usual spirit of solidarity, celebrated their achievement and urged them to be exemplary ambassadors of Ogoja/Yala Federal Constituency, Cross River State, and Nigeria at large.

RE: HON. GOFFIO EMPOWERMENT/IMPACT IN YACHE IS RICOCHET IN 18 MONTHS

The recent publication by Fidelis Izor attempting to create a rift between Sen Jarigbe Agom Jarigbe and Hon. Godwin Offiono is misleading. The author's futile effort to pit these two dedicated public servants against each other should be totally disregarded.

Let's set the record straight: Senator Jarigbe and Hon. Goffio are not rivals, but rather complementary forces working tirelessly to uplift the lives of their constituents. While the publication tries to belittle Hon. Goffio's achievements, the truth is that, he has surpassed many of his counterparts in the House of Representatives.

It is essential to recognize that both Senator Jarigbe and Hon. Godwin Offiono share the same political ideology with a common goal: to serve the people of Cross River North and Ogoja/Yala Federal Constituency. Both leaders are not in any form of competition.

Senator Jarigbe's impressive track record of infrastructural and human capital initiatives is a commitment to the well-being of his constituents. Similarly, Hon. Offiono's efforts to support his community are genuine and impactful.

We urge the public to disregard this misguided publication and instead focus on the tangible progress being made by Senator Jarigbe and Hon. Offiono. Their collaboration and dedication to public service are a shining example of what can be achieved when politicians put aside petty differences and work towards a common goal.

INTERVENTIONS

Aside from reaching out to various community leaders and security agencies in an effort towards restoring Peace during crisis in various areas within the Federal constituency, the Lawmaker has also embarked on the following:

- Donation of three million naira (₦3m) for new yam festival celebrations in the Constituency, in August, 2023.

- Distribution of relief materials, Cash and Food items to victims of communal crisis in Ijiegu-Yache, Yala LGA

- Distribution of palliatives to victims of communal crisis in Igbekurikor, Yala LGA.

- Distribution of palliatives to victims of communal crisis in Ugaga, Yala LGA

- Payment of hospital bills for victims of communal crisis in Benekaba and Ujama communities of Ukelle, Yala LGA.

- Payment of Okpoma General Hospital, Adhoc staff Salary from June 2023 till date.

- Rented new accommodation (16 rooms apartment) for 32 victims of fire outbreak at Glado street, Okuku-Yala alongside provision of relief materials to the victims.

- Visit to Leprosy Hospital, Monaiya, Ogoja LGA with cash, sewing machine and food items.

- Hon. Offiono on 4th June, 2024 launched his foundation (G & S Offiono Foundation) to continue to assist in agriculture, education, humanitarian services, security, and peace building, adding to the earlier launched Offiono Stars Football Club, nurturing talents in the sports sector.

- Medical outreach for residents of Ogoja/Yala through the G&S Offiono Foundation in collaboration with UNICAL Public Health students.

- Distribution of 700 bags of rice and thirty-five million naira (₦35m) to various categories of Constituents in the Constituency for Christmas and New Year celebrations, in December, 2023.

- Distribution of 1,200 bags of rice(25kg and 50kg) and ₦31M to various categories of Constituents across party lines for Christmas and New Year celebrations, in December, 2024.

"Synopsis and Significance of Hon. Godwin Offiono's Bills to National Development -JOE IBE

Fundamentally, it is established and commonly known that a legislator's primary role is to create and enact laws. Other duties, however arduous they may be, are merely incidental or oversight functions. Nevertheless, these functions contribute to legislative checks and balances. In the aforesaid roles, the lawmaker representing Ogoja/Yala Federal Constituency, Hon. Godwin Offiono has distinguished himself with sterling performance in the last eighteen months as a first timer.

A few days ago, in the publication of Hon. Godwin Offiono's Media Team, they published the scorecard of the amiable lawmaker. The scorecard has sparked mixed emotions within the political sphere, opinions from sociological analysts, and a sort of war of nerves in the media. In the usual characteristics of my principal, he's not ruffled— rather, he's poised and focused to deliver on his campaign promises. A few individuals raised concerns on the quality of bills and motions sponsored and moved by the lawmaker. For the benefit of all and sundry, let me elucidate briefly on the importance of those bills.

Foremostly, it's pertinent to state that the three bills thus sponsored by the lawmaker in the National Assembly are significantly focused on education, agriculture, and constitutional reform, which is a signal to progressive legislative effort to addressing critical areas of national development. Let's take a cursory look at the potential impact of the bills sequentially:

1. Bill to Establish the School of Mines and Geological Studies, Yala, Cross River State, 2023 (HB. 231)

SYNOPSIS:
This bill seeks to establish a specialized institution dedicated to the study of mining and geological sciences in Yala, Cross River State. The proposed school will serve as a hub for developing expertise in mineral exploration, mining engineering, and geological studies, aiming to harness Nigeria's vast mineral resources.

SIGNIFICANCE:
Economic Diversification: By nurturing expertise in mining, the school can support Nigeria's drive to reduce reliance on oil by developing its solid minerals sector.

Human Capital Development:
The institution will train a new generation of professionals, creating employment opportunities and filling skill gaps in the mining industry.

Regional Development: The school’s location in Cross River State can stimulate economic activities in the region, fostering growth, reducing poverty, and addressing the menace of rural-urban drift.

2. Bill to Establish the Commercial Agriculture Credit Scheme, 2023 (HB. 232)

SYNOPSIS:

This bill proposes the establishment of a scheme to provide credit facilities to commercial farmers. It aims to enhance agricultural productivity by offering accessible and affordable loans to support large-scale farming operations in the nation.

SIGNIFICANCE
Food Security:
By empowering commercial farmers, the scheme can boost food production, reducing dependency on food imports and ensuring food availability for Nigerians. Through this, food shortages will become food surpluses.

Economic Growth: Agriculture is a major contributor to Nigeria's GDP. Enhanced funding for commercial agriculture is a essential, and it can drive sectoral growth and contribute hugely to economic stability.

Job Creation: Diversifying commercial farming will generate employment across the value chain, from cultivation to processing and distribution. This is what developed countries do. Finally, the last bill:

3. Bill for the Alteration of the Constitution to Create Ogoja State (HB. 1555)

SYNOPSIS:
This bill proposes an amendment to the 1999 Constitution to create Ogoja State from the current Cross River State. It has passed the second reading in the National Assembly, indicating its legislative progression.

SIGNIFICANCE:

Equitable Representation:
The creation of Ogoja State would address longstanding demands for greater political and administrative representation for the Ogoja people. After the amalgamation of the Lagos Colony, Northern and Southern Protectorates in 1914, Ogoja became a province in the southeastern region until 1960 after the independence of Nigeria when provinces were created into states. Since then, all provinces became states leaving Ogoja and Ijebu as the only former provinces yet to be made states.
Improved Governance: A smaller, more localized state structure can lead to more efficient governance and service delivery to the population. Think on this!

Economic Impact: State creation often spurs infrastructural development and economic activities in the new region, benefiting local communities.

From the foregoing, it's crystal clear that the bills represent thoughtful interventions in education, agriculture, and governance. If they become laws, they've the potential to positively transform Nigeria’s socio-economic landscape. We're of the opinion that Hon. Godwin Offiono deserves commendation for prioritizing legislation that addresses key developmental challenges."

1- Construction of a divisional Police station, Officers quarters, 150mm Borehole with 8000 litres overhead tank, 5.5kva generating set/generator House and linear meter block work fence at Okpoma, Yala LGA, Cross River State(ONGOING)

INTERVENTIONS

Aside from reaching out to various community leaders and security agencies in an effort towards restoring Peace during crisis in various areas within the Federal constituency, the Lawmaker has also embarked on the following:

- Donation of three million naira (₦3m) for new yam festival celebrations in the Constituency, in August, 2023.

- Distribution of relief materials, Cash and Food items to victims of communal crisis in Ijiegu-Yache, Yala LGA

- Distribution of palliatives to victims of communal crisis in Igbekurikor, Yala LGA.

- Distribution of palliatives to victims of communal crisis in Ugaga, Yala LGA

- Payment of hospital bills for victims of communal crisis in Benekaba and Ujama communities of Ukelle, Yala LGA.

- Payment of Okpoma General Hospital, Adhoc staff Salary from June 2023 till date.

- Rented new accommodation (16 rooms apartment) for 32 victims of fire outbreak at Glado street, Okuku-Yala alongside provision of relief materials to the victims.

- Visit to Leprosy Hospital, Monaiya, Ogoja LGA with cash, sewing machine and food items.

- Hon. Offiono on 4th June, 2024 launched his foundation (G & S Offiono Foundation) to continue to assist in agriculture, education, humanitarian services, security, and peace building, adding to the earlier launched Offiono Stars Football Club, nurturing talents in the sports sector.

- Medical outreach for residents of Ogoja/Yala through the G&S Offiono Foundation in collaboration with UNICAL Public Health students.

- Distribution of 700 bags of rice and thirty-five million naira (₦35m) to various categories of Constituents in the Constituency for Christmas and New Year celebrations, in December, 2023.

- Distribution of 1,200 bags of rice(25kg and 50kg) and ₦31M to various categories of Constituents across party lines for Christmas and New Year celebrations, in December, 2024.

CONSTITUENTS ENGAGEMENT/INTERACTION

1- The lawmaker Held Interactive Town Hall meeting with constituents in Ogoja and Yala LGAs in September 2024

The lawmaker has also embarked on numerous Welfare activities/gestures during the period under review, including cash support for celebrations, cash gift to Stakeholders, Youths, women, etc.

YULETIDE: Hon. Godwin Offiono Distributes Rice and Cash to Refugees, Traditional Rulers, Party Stakeholders, Support Groups, Youths, and Others

Hon. Godwin Offiono, the member representing Ogoja/Yala Federal Constituency, has once again demonstrated his commitment to his constituents welfare during this festive season by distributing bags of rice and cash to various groups and individuals.

Beneficiaries of this phase include; Cameron IDP Refugees, ADAGON Centre, Ogoja, Council of chiefs in both local government Areas, selected party stakeholders, support groups and youths. In a display of unity and generosity, he also extended this gesture to members of other political parties in both Ogoja and Yala LGAs, fostering a spirit of celebration and love.

Overjoyed by the lawmaker’s thoughtfulness, the refugees through Engr. David Abia(General Coordinator, Cameroon IDP, Adagon, Ogoja Centre), expressed their heartfelt gratitude, saying “As he has remembered us in this season of celebration, we pray he continues to rise to greater heights. We will always keep him in our prayers for choosing to feed the hungry.”

Other beneficiaries also conveyed their deep appreciation to the lawmaker for his kindness during this festive season. They prayed for God's continuous blessings upon him for his unwavering dedication to the welfare of his constituents.

Hon. Godwin Offiono Celebrates with NBA Ogoja Branch for Christmas

The member representing Ogoja/Yala Federal Constituency, Hon. Godwin Offiono, has generously donated 30 bags of rice and cash to the Nigerian Bar Association (NBA), Ogoja Branch, as part of his contribution to its Christmas celebration.

Hon. Offiono, who is also a proud member of the Bar, expressed his gratitude to the Association for its unwavering support and invaluable advice, which have strengthened his commitment to serving the people.

In response, the Chairman of the Branch, Mathias Adeshi, Esq. expressed heartfelt appreciation to Hon. Offiono for remembering the Association during this season of love, and pledged the Association’s continued support for his endeavours.
