Why We Need Real-Time Political Disclosure in a Technologically Advanced Era

In an era where technology enables instant communication and real-time data sharing, there is no justification for political secrecy. Transparency must extend beyond the executive government to include all politicians, their staff, and lobby groups. The public deserves immediate access to information about political decisions, meetings, and financial dealings to ensure accountability and prevent corruption.

Real-time disclosure would allow individuals to see who is influencing policy, how public funds are allocated, and whether elected representatives are acting in the public interest. The technology to implement this already exists—what’s missing is the political will. Without full transparency, democracy risks being undermined by backroom deals and hidden agendas. It’s time for politicians to be as open and accountable as the technology of our time allows.

Real-time political disclosure isn’t just about transparency—it’s about prevention, accountability, and efficiency. By requiring all politicians, their staff, and lobby groups to disclose their activities in real time, we create a system that protects whistleblowers, saves taxpayers money, and ensures no part of the political ecosystem escapes scrutiny.

This approach eliminates the need for costly royal commissions and drawn-out inquiries by addressing issues as they arise, rather than years after damage has been done. It also prevents political maneuvering that limits terms of reference, ensuring that investigations cover the full scope of corruption, influence, and misconduct.

When politicians know they are being held accountable in real time, backroom deals become impossible, public trust is restored, and democracy functions as it should—openly, fairly, and in the public interest. The technology exists to make this happen. The question is: why aren’t we using it?

Real-Time Disclosure: A Transparent Future for Government

In an era of technological advancement, it is time for our policies to reflect the tools at our disposal. The Island requires the implementation of real-time disclosure for all elected representatives and their staff—an initiative that will strengthen transparency, reduce costs, and restore public trust in government.

Currently, disclosure processes are slow, outdated, and often obstructive, forcing journalists, researchers, and the public to navigate unnecessary bureaucratic hurdles to access information that should already be available. By adopting real-time disclosure, we can eliminate these inefficiencies and provide instant, accessible updates on parliamentary dealings, travel, expenses, and meetings.

This policy offers three key benefits:

Cost Savings – Real-time disclosure reduces the need for excessive media advisors, delegation staff, and costly legal battles over withheld information. A streamlined system means taxpayers won’t foot the bill for inefficiency.

Whistleblower Protection – Increased transparency provides a safeguard for whistleblowers, reducing the risks of corruption and misconduct while avoiding the financial and reputational costs of inquiries and Royal Commissions.

Restoring Public Trust – A government that operates in real time, without unnecessary delays or obfuscation, ensures accountability and fosters confidence in democratic institutions.

With the technology available today, there is no excuse for delayed or selective disclosure. Public officials work for the people, and the people deserve to know what their representatives are doing—not months after the fact, but as it happens.

If we want to modernise government and cut waste, transparency is the first step.

Real-time disclosure isn’t just an upgrade—it’s a necessity.

Dear Tanya Plibersek

I am writing to express my deep concern regarding the ongoing threats to Tasmania’s iconic wildlife, particularly the Tasmanian devil and our majestic eagles. These species are facing severe challenges due to habitat destruction, human-induced threats, and inadequate environmental assessments for major projects that may further devastate their populations.

The Tasmanian devil, already suffering from the devastating facial tumour disease, is at risk of further decline due to land clearing, roadkill, and habitat fragmentation. Similarly, Tasmania’s wedge-tailed eagles and white-bellied sea eagles continue to suffer from deforestation, wind turbine collisions, and poisoning, significantly reducing their numbers. As apex predators, these species play a crucial role in maintaining the ecological balance of Tasmania’s unique environment.

I urge you to ensure that the most advanced environmental assessment technology is used to properly evaluate the impact of ongoing and proposed developments. With Tasmania leading the charge in groundbreaking initiatives such as the life-scale 4D Digital Twin project, we now have an unprecedented opportunity to harness cutting-edge tools to protect our wildlife. The project, spearheaded by Virtual Tas, utilizes state-of-the-art aircraft laser scanning (LiDAR) to capture highly detailed data annually over the next decade. This dynamic model could offer real-time updates incorporating weather, land, and enterprise data to inform critical decision-making across various sectors, including conservation.

Additionally, solutions provided by Geoscape, Enzen Australia, and Geoneon can further enhance environmental monitoring and conservation efforts. Geoscape’s geospatial data technology enables precise mapping and land use analysis, while Enzen Australia’s expertise in sustainable infrastructure and smart environmental solutions can contribute to effective wildlife protection strategies. Geoneon’s advanced data analytics and remote sensing capabilities provide deeper insights into habitat changes and wildlife movements, aiding in proactive conservation measures. Leveraging these advanced tools will allow for more informed, proactive conservation planning and help mitigate environmental damage before it becomes irreversible.

I encourage all critical infrastructure projects to use advanced technology to assess their environmental impacts. By mandating the integration of these technologies, we can ensure that development and conservation go hand in hand, minimising harm to our delicate ecosystems and safeguarding Tasmania’s unique wildlife for future generations.

Additionally, an assessment of lobbying activity is required to rule out any potential conflicts of interest that may be influencing environmental policy decisions. Ensuring transparency and accountability in decision-making is crucial to protecting Tasmania’s wildlife and preventing external influences from compromising conservation efforts.

The Federal Government has a duty to uphold its commitments to biodiversity and environmental protection. I respectfully request that you take immediate action to:

Mandate comprehensive environmental impact assessments using the latest technology before approving projects that could harm critical wildlife habitats.

Strengthen protections for Tasmania’s endangered species, ensuring that conservation policies are based on the best available scientific research.

Increase funding and resources for monitoring and enforcement to prevent illegal habitat destruction and ensure compliance with conservation laws.

Designate Robbins Island as a sanctuary for Tasmanian devils to ensure their long-term survival.

Require all critical infrastructure projects to utilise advanced environmental assessment technology to minimise ecological harm.

Conduct a thorough review of lobbying activity to ensure transparency and prevent undue influence on environmental decision-making.

Halt critical infrastructure projects that pose a risk to Tasmanian devils and eagles, and instead initiate a comprehensive assessment of their population health and the key threats they face to ensure effective conservation measures.

I strongly advocate for Robbins Island to be designated as a sanctuary for Tasmanian devils. Establishing this protected area would provide a critical refuge for the species, helping to safeguard their population from habitat destruction, roadkill, and the spread of disease. By implementing conservation-focused land management strategies, we can give the Tasmanian devils the best possible chance of survival and recovery.

Tasmania has the opportunity to lead the way in innovative environmental management, ensuring that economic development does not come at the cost of our precious native species. I trust that under your leadership, the government will take the necessary steps to safeguard Tasmania’s wildlife for future generations.

I appreciate your time and attention to this urgent matter and look forward to your response on how your office intends to address these concerns.

In today’s rapidly evolving digital economy, the way we create, capture, and transfer value is being redefined. Traditional systems of value exchange are being transformed by innovative solutions.

To meet these demands, Melissa Wells doubles down on the approach to value transfer, Universal Action Initiation and a Two-Way Power of Attorney framework.

What is the Value Transfer System?

The Value Transfer System is a cutting-edge framework that facilitates the seamless exchange of value—whether monetary, data-driven, or service-oriented—across secure digital platforms. Leveraging principles of interoperability, transparency, and trust, this system ensures that individuals and organisations can transact and collaborate effortlessly in real time.

Introducing Action Initiation:
Action Initiation is a game-changing feature within the value transfer ecosystem. It enables participants to predefine and authorise specific actions—such as payments, asset transfers, or contract executions—based on predetermined triggers or conditions.

Example Applications:
Automating payment upon the successful delivery of goods or services.

Triggering smart contract executions for instant legal and financial settlements.

Enabling real-time, event-driven actions for supply chain and financial management.

Two-Way Power of Attorney: A New Era of Trust and Control

The innovative Two-Way Power of Attorney redefines the traditional concept of delegation and authority. Unlike traditional systems that grant one-sided control, this approach ensures mutual empowerment and accountability between parties.

Key Features:

Enables parties to act on each other's behalf within pre-agreed parameters.

Ensures secure, transparent oversight of actions through shared digital ledgers.

Balances trust and control, allowing both parties to initiate or revoke authority as needed.

This framework is designed to foster collaboration, particularly in sectors such as healthcare, finance, and legal services, where shared decision-making is critical.

Driving the Digital Economy Forward

With the integration of Action Initiation and Two-Way Power of Attorney, the Value Transfer System paves the way for a more adaptable digital economy.

“As the world moves towards a digital future, we must prioritise systems that are not only efficient but also equitable,” added Melissa Wells. “This is more than just technology—it’s about empowering individuals and organisations to create, capture, and exchange value on their own terms.”

Melissa Wells Senate Candidate Calls for Overhaul of Lobby Register Guidelines

Tasmania Now is demanding a complete overhaul of federal and state lobbying register guidelines to restore transparency and accountability in decision-making processes. Current frameworks fail to provide the public with meaningful insight into the influence of private interests on political campaigns.

"The existing lobbying registers are inadequate, outdated, and riddled with loopholes. They serve more as a facade than a genuine safeguard against undue influence," said Melissa Wells

Key reforms being proposed include:

1. Real-Time Reporting: Mandating that all lobbying activities are reported within 48 hours, ensuring timely public access to information.

2. Expanded Disclosure: Requiring lobbyists to disclose the specific policies, contracts, or regulations they are seeking to influence.

3. Increased Accessibility: Developing user-friendly online platforms for the public to easily access lobbying data.

4. Enhanced Oversight: Real time monitoring and enforcement compliance with lobbying regulations.

5. Public Interest Safeguards: A mandatory disclosure statement by charity and lobby partners providing political messaging services across all platforms.

"The people of Tasmania, and Australia at large, deserve to know who is shaping their political future that impacts their lives. Without significant reform, public trust in our democratic institutions will continue to erode," Melissa Wells added.

Melissa Wells remains committed to rooting out corruption and ensuring that government decisions reflect the interests of the community, not powerful vested interests.

22/12/2024

Candidate for the Tasmanian Senate, Melissa Wells , has today proposed an innovative shift in Tasmania’s ICT policy, calling for action initiation to be placed at the forefront of digital governance.

With a focus on empowering individuals, Wells has highlighted the importance of a two-way power of attorney for digital twins, a concept designed to give Tasmanian's full control over their digital identities.

“As we increasingly operate in a digital world, it is critical that Tasmanian's are not just passive participants but active drivers of their digital futures,” Wells said. “A two-way power of attorney for digital twins ensures every citizen has the authority to protect, manage, and optimise their digital presence while safeguarding against misuse.”

Wells’ proposal includes:

• Centric Control: Legislation to ensure individuals retain ownership and authority over their digital data.

• Proactive Digital Governance: Mechanisms that allow digital twins to act autonomously under predefined parameters, enabling citizens to initiate and control transactions, contracts, and services securely.

• Ethical Oversight: Protections to prevent exploitation or unauthorised use of digital twins, ensuring transparency and trust in digital systems.

• Enhanced Participation: Leveraging digital twins to create a feedback loop, allowing individuals to engage more effectively with government services, businesses, and communities.

“By embracing this proactive approach, Tasmania has the opportunity to lead the nation in creating a fair and empowering digital environment,” Wells added. “This policy isn’t just about technology; it’s about people. It’s about ensuring Tasmanian's are safe, secure, and empowered in a rapidly evolving world.”

Senate candidate Melissa Wells has called for urgent reforms to ensure the ethical use of behavioural economics in election strategies. Wells proposes a framework for transparency and accountability that safeguards voters while embracing innovation in democratic engagement.

“Behavioural economics and action initiation are powerful tools, but their use in elections must be grounded in transparency and fairness,” Wells said. “We cannot allow these techniques to manipulate or exploit voters. Instead, they must empower individuals to make informed decisions and actively participate in the democratic process.”

Wells’ Proposal for Ethical Use Includes:

1. Clear Labelling and Disclosure:

◦ Campaigns using behavioural techniques or action initiation tools must clearly label materials to indicate their purpose and intent.

◦ Any platform enabling automated voter actions, such as registration or policy engagement, must disclose its operational mechanisms.

2. Informed Voter Engagement:

◦ Behavioural nudges should enhance voter understanding, not exploit biases. Action initiation must enable meaningful participation, such as providing voters with easy access to unbiased policy information or supporting civic engagement activities.

3. Ethical Data Use:

◦ Voter data used for behavioural insights and automated actions must be collected and applied transparently, with clear voter consent.

◦ Campaigns must adhere to strict regulations to prevent misuse of personal information or manipulation.

4. Independent Oversight:

◦ A regulatory body should monitor how behavioural economics and action initiation are applied in election strategies to ensure compliance with ethical standards.

◦ Regular audits and accountability measures should ensure these techniques align with democratic values.

5. Public Awareness and Education:

◦ Voters must be informed about how behavioural economics influence their decisions. Educational initiatives should empower citizens to recognise these strategies and retain full control over their electoral choices.

“By introducing clear labelling and ethical oversight, Tasmania can lead the nation in creating a fair and transparent electoral process that embraces innovation while safeguarding democracy,” Wells added.

Melissa Wells’ commitment to safeguarding and enhancing the rights of Tasmanian's in the digital space forms part of her broader campaign platform centred on protection, innovation, and empowerment.
